Representative Allister Chang (Ward 2)

Allister Chang was sworn in as the Ward 2 Member on the DC State Board of Education on January 2, 2021, after winning the general election on November 2, 2020. Committed to improving literacy outcomes, Allister is the first Asian-American elected to the DC State Board of Education.

Allister is a literacy educator, researcher, and advocate. He is a board member of Bibliothèques Sans Frontières, an education non-profit organization. He also serves on the advisory board of the Library of Congress Literacy Awards. He was previously a Robert Bosch Stiftung Fellow at the Global Public Policy Institute, a Visiting Researcher at UNESCO's Institute for Lifelong Learning, and the Executive Director of Libraries Without Borders.

Allister has developed literacy programs that have won the Google Impact Challenge and the WISE Award. Allister was on the International Literacy Association’s “30 Under 30” list in 2019 and was featured on stage at the closing plenary of the Clinton Global Initiative’s annual meeting in 2016. Allister has been an Aspen Ideas Festival Scholar with the Aspen Institute, a Laureate Global Fellowship with the International Youth Foundation, an Urban Leaders Fellow, and a Nantucket Project Academy Scholar. He is a Senior Fellow with Humanity In Action. Allister holds a Master’s in Public Policy from the Harvard Kennedy School.

Allister is a member of the DC Rotary Club, a volunteer with Georgetown Village, and the market manager of the Rose Park Farmers’ Market.
